In my town, there is not much they can do until 10pm.  One thing I did was have a big party at the house and invite all the neighbors.  Play out side so they really get an idea of how loud it can be.  The thing is, the police showed up and still said that someone else complained.  I knew the law so I told the police that I would cut it down 5 dbs and please tell my favorite neighbor that we will quit at 7pm. and please let them know that I could let it go on by law, until 10.  I have now had band practice inside until 11:30pm.  Not often but it has happened.  The sound proofing I did must have helped but know one calls anymore.
Most of our playing now is from 12pm until 6pm.  My neighbors kids are louder than the music being played indoors.
